Dollartree has a kite like this, but the bridling is messed up (they fly up, over your head and crash) , so I'd recommend using your bridle if you buy one of those.

i went to the local crafts store and was able to find tissue paper, 26 guage wire rods, ribbon (for tail), all for under $5. i used tape to double up some of the rods, all the rest was just as in the video. i have enough materials to make about 5 kites...made one last night and i was doubtful at first with my kite-making abilities, but it flew today, in minimal wind. great video.
we make those in the caribbean. the stick is coceyea or the center part of a coconut leaf.
I've been making those since i can't remember. We put the compass on the back though. The compass is the triangle used to fly it. We used to use flour and water instead of tape to stick the kite.
Really wonderful. Very talented also. Now my question is how is the pull string tied and tuned? In my experience this is a difficult step and the video cuts this part short.
Intriguing video, now if I only knew what the materials were and had the dexterity to build as well as you. It is basically a fighter kite, which are hard to learn to fly. I built one and couldn't fly it. Flying from a fishing rod ... hmmmmm. I do that with small sleds. Maybe I will try again. Thanks.

You need to attach the rope on the other side of the kite, the front, you're attaching it to the back. You're doing it wrong...although it did fly...
