Water makes it worse. Capsaicin is the oil that makes chillies hot. When you mix oil with water, all you're doing is spreading the oil around. Drink milk. The proteins in milk will neutralize the capsaicin.

@bioman8908 Not true. I worked at a chili factory. When chili's are naturally harvested, you never know how hot they will be. Depends on the season. We always neutralized the chili when we cooked them for sauces and other uses for the market. We used lemons and limes as we cooked the chilies. That milk thing comes from an old John Wayne movie, and is bogus. It's acid from lemons and limes that neutralizes the capsaicin which is what keeps the seeds intact.
