i think yeltsin was just ashamed to recognize russia's great soviet history. moreover, bill clinton was also in attendance in this 1995 parade and he didnt feel right having it at the red square just after the ussr dismantled.

why is this parade not in red square? this parade does seem more soviet then the current one, more troops and the marching is a lot better. todays parades seem sloppy and there are a lot less troops.
That's because Russia has moved away from conscription and has a volunteer army. Bound to be less troops if you aren't putting a gun to peoples heads and forcing them into the army.

mr. yeltsin just give a speech on RED SQUARE! not the memorial. but there's a part 2 of the parade in red square. i saw in the may 9 coverage of NBC nightly news in youtube, 1995.

the parede was held on the plokonaya hill in 1995 because the Great Patriotic War veteras march in their own parade on red square.
