Unlock the helmet by getting 100 Gamerscore and the shoulders by getting 750 Gamerscore (the shoulders are glitched, but after a few extra achievements you should get them). The achievements HAVE to be from Halo 3! Another cool note is that if you wear the Security Helmet, you get a little antennae on your back. :P
