This is indeed carnival in the southern part of the Netherlands, the province of Limburg to be exact. This clip has been taken on 11 november on which the carnival season officially starts. The actual carnival is (just like in Brasil) every year somewhere around february, this differs every year. The musical tradition involves mostly this kind of schlagermusic. Furthermore these festivities involve dressing up and consuming rediculous amounts of beer and liqour.
