Once all those smokers quit because they cant afford the cigarettes, what are you gonna do once you run out of that cigarette revenue to pay for those services?

You can't get anymore money out of Americans - the Federal government needs smokers money to pay for SCHIP.
The Federal Government has dibbs on cigarettes - go find something else to tax.
