Just a technical question: what are the prerequisites, regarding the year of birth at least, for someone to be a 90s kid?

Can that be applied to those who were, like me, born in 1987, and were only 13 when the period finished? Or rather, just the older ones who were somewhat "more mature" during 90s and therefore remember more of that era? Because, you know, people born in late 70s can also be called, 90s kids.
