Waits is one of my musical heroes. He has an amazing voice, a killer sense for evocative productions, and amazing songwriting skills. His songs are gruffly affecting or just plain scary. And I have 99% of everything he's ever done!

The opening line is referencing a hymn (Dark Was the Night, Cold Was the Ground), famously recorded by Blind Willie Johnson. A copy of that performance is on the record that was attached to the Voyager spacecraft that's currently on its way out of the solar system.
He's referring to an actual event and an actual place. In northern California a young girl was kidnapped and killed, and no suspect was ever caught. There's a crèche on the southbound side of Hwy 101 just south of Petaluma (where the hills turn from green into gold) where she's memorialized. Georgia Moses.
I learned this song at the piano with the intention of performing it, as it seemed somehow begging to be shared with those who had never heard the record. But I could barely even play it at home without getting choked up. I can't imagine anyone who loves their kids not being seriously affected by this song. I read one cynical media reviewer call it 'manipulative and sentimental'. My view: A superb effort to voice a near taboo subject in popular music with sensitivity and understanding.
