@ampthilluk - to prevent accidents with another police vehicle going to a different emergency. If both vehicles go with sirens on constantly, one may not hear the other vehicle at an intersection. It may sound retarded, but it works. NYPD has 'thousands' of police cars- many going to different emergencies at any given time from different precincts and frequencies - Not like a small police department where the chances of colliding with another police car is rare. Hope this explains why.

They usually send more cups rather than not enough and call for back up. things might be too late.

1 phone call 911 for emergency, they might send 2 to 3 units minimum and an undercover unit, if near by has one. (own experienced)
