If you look carefully at how the pylons were setup near the gas pedal, they were set that way on purpose. No way they could have accidentally fallen into that position. Someone wanted to play a cruel joke.
Someone is going to jail. Pause the video just before the cart hits the people. Those pylons or cushion things were purposefully wedged on the accelerator pedal.
