The Carnatic Kalavati is very different from the Hindustani one. He is trying to illustrate how a raga with the same names have different musical structure in different schools of music. The Hindustani Kalavati you are alluding to is called Valaji in Carnatic music and that does not have a rishabha.

i think in kalawati rishab is also varjit! but he had use rishab also.
