Very wicked! With all the people who are forced to take psychiatric medication that don't need it ( and in fact induces the mental conditions they are suppose to prevent ) this will in too many cases be a very oppressive way to insure they are drugged up. This technology will be used to force drugs down those who don't need them. It will further the profits of big pharmaceutical companies at the expense of more ruined lives. The pros don't out weigh the cons.
