As i've said, the claim is not that it is divine or perfect. Without some body to interpret it, you get different people keeping torah in entirely different ways. This oral torah is an explanation, and basically shows how this was interpreted when it was first given. The court continues to expound on this.
I'm pretty sure you're thinking of the Sanhedrin, which was set up because Moshe alone could not judge all of the Jewish People, a task far too overwhelming for any one person.
The Rabbis which included the Prophets Daniel, Ezra, Mordechai, Esther enacted decrees to ensure the original 613 Commandments/Mitzvote can be fulfilled by the 12 Tribes of Israel.
They were men of truth who accepted the truth wherever it came from for example:
Look at Exodus Chapter 18, Verses 13-27.
Moses who was the Rabbi of his generation acted on the advise of Jethro who was not a Rabbi in order his burden as leader and judge would be lightened.
Then look at verse 24-'Moses heeded the voice of his father-in-law, and did everything that he said.
The question arises is that nowhere in this Scripture does it say that Moses consulted the Most High rather Jethro was certain his advice would be acceptable before the Most High.
Now Rabbi is just English for Rav our Rabaynoo/Our Teacher.
Certainly, Moses was our teacher.
Our teacher enacted a decree which did not appear in Scripture as a mandate to appoint other judges.
Later in Book of Deuteronomy Chapter 16 Verse 18 Moses tells the 12 Tribes almost 40 years after he was advised by Jethro to appoint judges for the people so there shall be proper judgement in the Nation of Israel-the Most High will given them judges.
The Rabbis have the responsibility which does not really translate into Divine Authority-that sounds too papal to me.

The important thing to know is that not everything they say is direct from g-d, and that is not the claim. The important thing is to ensure that there is one rule, one torah, for all who follow it. This is the purpose of the court set up in the torah. There are even prophecies of the court getting set back up to make judgements as they had in the past(isaiah 1:26)
