Because like Hinduism in India, stray dogs are allowed to wander around and are not destroyed. The control of strays is fundamental in rabies control and eradication programmes.

@garyturner96 There are always going to be bats, most cases of Rabies here in the US come from bats. Most people don't even remember being bitten but fortunately, it's rare.
