This can be done without any problems, everybody can do this. Just put your hands around it and the paper stars moving, without you concentrating, visualizing or anything about that. The psy wheel is not a good test of TK. The heat created between the hands even without focusing is enough to move the wheel and since heat is transient it will eventually pass through a container. The best challenge for starting out is a needle hanging from a string either criss-cross like a compass or hanging straight down. Hang it inside a glass jar to keep from blowing on it. Concentrate on the tip, try pushing or pulling it. Do not to tighten your muscles too much. Stay relaxed and focused!
