@xxlovellieX5 She actually studied in an english school when she was young. The reason why she makes little gramatical error is because she hasn't spoken english for a long time. So, I think she does not have any problem with understanding, but maybe speaking.

Her English is really good, what about Britney, she has a strong accent too. In fact I would say BoA has a clearer international English accent that would be better understood among more English speakers than a lot of strong US accents. Critising her accent (She does speak 3 or 4 lanuages fluently) is just ignorant and shows people's narrow outlook on the world.
