@blueiseverything tournament maybe, but the reason Filipino players are so respected is that in long, grinding money games, they are almost unbeatable. Ask even the other players this. When Shane Van Boening went to the Philippines he got cleaned out by a local player that wasnt even internationally ranked in $2k sets.

@blueiseverything Bustamante and Reyes are known as the most feared players in the game. Filipinos are amazing pool players. Taiwan? Wu Chia Ching is the only successful taiwanese player I know. Europeans is really broad. That's like 1/4th or 1/5th of the world, so yes, there are also very good players in that region as well.
