As they can Planetary Governors, and, if a Guard officer places a planet under martial law, all citizens and Administratum personnel. Even Mechanicus, in fact. Their power is second only to the Inquisition.
@IAMSTURNN No, actually they are seperate, the Colonel is a military rank while Commissar is a political one. The 2 usually work together. Colonel Commissar Ibram Gaunt is an 'honorary' Colonel in charge of the Tanith 1st and Only. Read Gaunts Ghosts novels you will have a better understanding of Commissars and Colonels.
So I imagine the lord commander dies shortly after this, right? XD
