Its Al Jardine on the falsetto at the end. Bruce is singing his regular part. At one point Al's falsetto was very similar to Brians, however he stopped singing the high parts in the 80's as singing them was affecting the middle range of his voice. If you listen to his vocal performances in the late 80's they are often quite ragged, however his voice returned to normal after he stopped singing the falsetto parts.
Jeff became part of the Beach Boys touring band a year or two after this performance when Carl left to release his solo album. He took over most of the falsetto parts that Al had been singing for the past decade or so. Bruce originally sang Brian's falsetto parts live but could never really get the power into his vocals, Al and Jeff have much stronger voices.
Yeah, Al sounded a lot like Brian in his prime, only for longer than Brian. Just listen to something like Then I Kissed Her - Al was fully capable of doing a Brian impression, but he also had a lot of power and a great tone in his own right.
God, bruce johnston sounds like a girl when singing.
