I don't think it will ever happen. They were working for one for the Wii (Hacked) but I think they stopped.

They got it running on the old xbox, but it is barely playable.

It is, you can download it for free in different websites. Some of the downloads already come with characters and screenpacks. Or unless you wan to to start your own by you downloading individual characters and putting them yourself as you get more. There are many tutorials all over the net if you need any more questions.
