This guy obviously has no idea what's going on. Bush has long supported SHIP's reauthorization and expansion, but only to children below the poverty line. The Dems want to expand it to middle class kids whose parents can already afford private insurance because, as usual, liberals don't think the federal government is big enough.

The Democrats' bill would expand coverage to millions of children in families who already were eligible, but just weren't picked up due to lack of support by the federal government. It's an expansion only because it would more ably cover the people it originally aimed to.
