They dont sell the Open Deck. The English is mainly because Tokyo and alot of the bigger citys the main language is english. Lots of British and Americans there also so the commercials are both in english and japanese. That probably was from an english speaking channel on TV

Apparently, there were way too many safety issues for them to be released in the US. I would totally love to have one, but, dosen't look like it will ever be making its way over here.
