I don't remember the answer exactly. But, when we are being devloped in the whomb, we always start out as females, thus, having nipples. Now, I don't know more than that. But I read it in a book. So yeah, men have nipples because they started out as a female.

I think men and women start out basically the same, with all the same tissue. Due to hormones and whatever else, that tissue develops differently as the fertilized egg grows. I wouldn't be surprised if that development could be altered with the right drugs given at the right time.
