yeah partly right. not only for the mosconi cup. some more tournaments use this kind of rule.
3 balls passing the head string, potted ball counts as ball that passed the head string. so 1 potted ball + 2 balls passed the headstring = legal break

i think is a rule only for the mosconi cup. As far as i've understood is needed 3 balls passing the head string or pot at least one.
