That driver is a total idiot. You are obliged to get OUT of a police officer's way when the lights and siren are on. What idiot let him pass the theory part of his driving test...assuming that's part of it. I don't know if it is but I'm sure it should be.

Considering all the bright reflective stickers all over the car, flashing blue lights and a loud siren on a UK police car, if someone doesn't see/hear that coming, they would have to be legally blind.
