I get Jack's point, but it would just be too hard to police a rule like that. Besides, Tom Watson would find his ball in a divot, and say, 'He, Bruce (Edwards), watch this.' And he'd proceed to stick one to 3 feet from a divot. The problem is, not all player's swings (attack angles) are conducive to playing from divots, sand filled or otherwise. I always try to sand my divot with a little hump, so the next guy's ball will hit my sand and roll away, rather than fall in.
