You can trade whatever you want. But as far as actual game-play based on "being a gangster"...No. That's where role-playing comes in, I guess.

@gol67 you can't do that in the vanilla game, although u CAN enslave people and earn a living off of that. For that you need to do a quest that requires you to enslave 3 people, then you get 2 items. 1 is a sonic emitter that stuns people and the second is a slave collar that forces them to run to the slave pen.

With a mod, you might be able to be a "gangster" in the game, trade drugs, fuck hookers, w/e.

@thinkingdude20 Broken Steel and Point Lookout are the most substantial with the most to do. The Pitt is average, and Operation: Anchorage and Mothership Zeta are effortless straight-up combat romps, although the goodies you get make me tolerate it.

Obviously that someone hasn't played the game before. And no, I don't believe you have to have Operation Anchorage before getting the Pitt. Each one is a DLC by itself, so you can just pick and choose.
