yes and no. true, these scumbags are constitutionally protected in assembling and protesting, BUT a city also has the right to make "time and place" ordinances. A city could pass an ordinance allowing assembly, for example, no closer than a 100 yards to a funeral. Howard is incorrect in saying that the right of privacy can trump free speech. That would only be true if the funeral site AND the location from which the scumbags want to 'protest' (cough) are both on private land
