If you mean the flashes in the background, that's film effect. Add it to the desired clip, and changed the option from Dust to Flicker, and raise the amount of flicker you want. That's for Vegas 8, not sure about 9.

I've commented before, but I'll comment again. Listen carefully. What I'm about to tell you will increase the quality of your AMVs by A LOT.

If you're going to upscale a manga scale, use the Alien Skin Blow Up 2 plugin for photoshop. It is a very good way to upscale images without losing too much quality.

I'm not sure how other programs work, but in Adobe Premiere, there's a way to smooth out keyframes by use Bezier interpolation. USE THAT. It'll make the motion in your AMV so much smoother.
