It's not so much about blaming the poor, although his wording can be bad at times. I think his point is that it if parents are poor it limits the life opportnities of a child, which I think is true.

The danger is though that for all this hypothesising, we often don't think about how we can intervene to change that, and I mean WE.

If we leave it as something that someone else will do rather than seeing it as our responsibility nothing will get done, and that includes just blaming it on bankers.
