Herodotus literally mentions Queen Gorgo three times and her significance never once approaches the level shown in this movie. I'm sorry, but, honestly, I liked the movie and everything, and I appreciate that it's trying to achieve a semi-mythological look and feel to everything, but these people need to just own up to the fact that:

1) Frank Miller totally revised crucial elements of the actual events.

2) The screenwriters then proceeded to to just totally make shit up.

You misunderstood the phrase.

It basically means that the spartans were so great at war because all of the imperfect ones were killed off or beaten until they became better, leaving them with the most powerful and strongest of fighters. They weren't praising them for killing children and babies.
