I think most people use tempura paint for young children which is lots of fun, but I also recommend watercolour painting the effect of layering the brushstrokes and the colour mixing effect are different and a useful experience
with young children my experience has been that with too many colours you just end up with brown as they tend to mix the colours on the paper alot - also when you limit to two primary colours children get to experience colour mixing and how colours are made (yellow and blue = green) and knowledge from experience seems to seep into their minds deeper than knowledge by teaching
