There was actually a glitch were you could "break" into the cut scene, and take the party hat. As it could not be sold at the grand exchange, but before it came out, it could be traded player to player. Now, if you actually broke into the cut scene, the party hat would not be able to be picked up, and if glitched, it would be completely useless.
