He makes sure only Haliburton get the contracts. He owns more than $30m in H stock options. He also has a mansion in Dubai (valued at $12.5m) waiting for him when he leaves office next year. Blackwater will provide him 24/7 security. His crimes are so treacherous, blatant and transparent... it's sickening.

That is an odd way of saying it... the client doesn't WANT them to be wasteful, but they are essentially powerless to stop the contractor from being so. The only cure for cost+ profiteering is to make the jobs cost plus a hard dollar amount, NOT cost plus a percentage of cost.
