At the top and bottom of the balloon there is an excess of plastic. This excess is on any balloon. Put the needle through these points and it won't pop, because there isn't enough surface tension there.

Put it through any other part and in slow mo you will see the balloon "splits". Surface tension in these other spots pulls the hole made by the needle, thus popping
