To make it simple, the gun is controlled by an AI which will only recognize a certain person ID. The gun will be unlock(able to fire) if the ID matches.

But since the AI is somewhat shut down, the gun cannot be unlock.

Somehow, he controls this with his mind, I think. Thus, when he aims at the helicopter and goes "Bang!" the systems of the helicopter malfunction and it goes down. When he aims at his own head, the nanomachines in people stop working.
