If the train has stopped over the circuit trip about 1/3-1/4 of a mile up the tracks, the signals will go back up until it starts moving. However, it takes a while to relize the train is moving until the signals go down also. Also, with most newer systems, the signals go down according to the train's speed. The slower it goes the longer it will take the crossing to go down and vice versa.
That Amtrak was indeed the Silver Meteor. The Silver Star passes through Folkston later at night, usually around 8:45-9 PM. Also, the Silver Star northbound only caries 2 sleepers.
