That is the secret ending to Crisis Core.  Its after the credits and Cloud is riding the train in Midgar.

No, you don't become Cloud after Crisis Core. If you watch after the credits the opening scene with Cloud for the original FFVII is shown. FFVII picks up right there right after the ending of Crisis Core.
