David Lee Roth is not a metal singer and Van Halen never was a metal band! They are plain and simply rock and roll! Plus Ian Gillan also is not a metal singer. He may have sang lead vocal on Black Sabbath's Born Again album, but he obviously would never compare to Ozzy Osbourne who should undeniably be number 1. Funny enough, there is a metal vocalist that has an awesome powerful voice but he is very underrated. It's Steve Grimmett from the British metal band Grim Reaper.
