Devo sings, but you dont realise it at all because all that he does it backup vocals. If you heard the echo, that was Devo making it sound like Maynards voice echoing.

Actually in every version of the lyrics I can find, it's EYES. So maybe you should look that up or something... i could be wrong I suppose but I just spent a half hour going through about twenty sites with the lyrics posted and it says EYES in every one. Not that you interpretation is wrong, just that line.
