You can use any material you like. I'd recommend something strong & stretchy because the strength will hold up to the weight of the coins & the stretchy is hugely easier to work with.
It depends on the bra & how heavy the coins are. if you are putting on a fringe of coins on the bottom hem like I did, you won't need to cover the bra first if it has a pretty fabric you want to show off. If you are putting the coins on the cup, cover it because the weight of the coins will distort the bra.

do i have to cover the bra with a base before adding coins? Can i just sew coins onto the fabric that is already on the bra?
