He actually got the sample (and song structure) from The Kaygee's "Heavenly Dream", who were likely influenced by jobim and jazz/samba chords.
Sampling can be used in a nuanced artistic way, or flaigrantly ripped off (i.e. put a beat over it, and rap over it).
In this case, its fucking swag: he adds extra instrumentation, drums, and string/orchestral arrangements
Of course respect Jobim and all the giants who modernmusic is built upon. music a progression. everyone is influenced by everyone.

I mean De La Soul is getting better with each legendary song they do. Kanye put out 5 star shit from College Dropout and Late Registration 4 1/2 star shit with Graduation then he sucked ass.

Shit that makes the 13 year old upper middle class suburban white girls dance around their rooms and feel gangster, now that is what sells. Just the world we live in. Luckily for us, the true essence of hip hop can't be killed regardless of the ubiquity of mainstream corporate pop hop. We just need to go a little underground to find it, that's all.

Its about some stupid dance, with a loud beat and mostly naked women in the background or all of the untalented rapper's friends jumping behind him. And I love the underground, i just wish more people did. So I can party to that rather than hear effing Gucci, Wayne, David Guetta, at every jam i go to..

To be honest; Kanye is good when it comes to the rap part (but not great). Definitely not one of my favorite rhymers. But the production seems so complex! Love this song.
