@MsTightman k is one of the constants of the universe. It is basically a number that tells us how strong the electrostatic force is. Just like G is a constant for the gravitational equation, k is a constant for the electrical forces.
I usually see that e with a (-) negative sign in the superscript to represent electron. That negative sign shows that there is a negative charge in the electron.

Why are electrons referred to as elementary particles if they themselves are made up of quarks?

@JesusWasADerelict Hadrons are made from quarks. Electrons are Leptons, not Hadrons -- they haven't been shown to be composites of anything else.
