There are much lamer heroes in the Justice League than even the classic version of Aquaman (they've upgraded his powers, now). Green Arrow, Hawkman, Icemaiden, The Atom, Vibe, Green Flame, Vixen and Hawkman are all weaker characters. And that's before they upgraded Aquaman's powers (his mental powers now affect everyone, not just fish).

P.S. Presumably there is not enough water vapour in the air for Aquaman to breathe it.
