any exhaust mods are totally legal as long as you have a cat and it meets emissions (which is really easy to do)

and if they book you, you go get it looked at by a mechanic and if it all checks out, you throw the fine away

Well, I've never been pulled over either on my 04 Mustang GT which is extremely loud, but the cops in my town don't really care. Well that's what they told me. But the cops in my state are much much more leniant than those in California. I mean 95% of the time you won't get pulled over for your exhaust in Wisconsin mostly because chances are that officer also has some muscle car hotrod lol. But yeah as long as you have cats and meet emissions I don't see why it should be illegal.
