I loved both... the second stage of what you call *puppy luv* rose was just a development of their relationship and revealed a new side of the doctor. It made their ast episode ogether all the more harrowing... I dont think it would have had the same effect without the,

"I love you."

"Quite right too... And, I suppose if it's my last chance to say it... Rose Tyler..." fade away.

Would that scene have worked otherwise?
