I read through the comments and am wondering if everyone overlooked the irony of the scene. It's funny that he tries to be so smooth and all, but I think the real joke is a "locksmith" breaking a window to get into his own shop, instead of just picking the lock like you'd assume a locksmith could.

Police Squad is an amazing show, I could watch it over and over but I have to take breaks to comment on youtube about how awesome it is xD "It took me two weeks to find her apartment because she didn't leave me her address."

yeah, in the series leading up to the production of Naked Gun, Nordberg was white, later played by OJ in the films.
