The answer to your question is Fannie and Freddie Mac caused the housing industry to collapse and funded democratic congressman and senators campaigns. The congress and Senate did nothing about it and let it continue until the bubble burst. The first thing they should do is lower the corporate tax rate which is 40 percent, the highest in the world, which would free up capital for buisness to hire more people.
