To make a bomb shelter horse stable, you need to make it out of obsidian and 10 blocks deep on all sides, make sure you have steel doors 10 blocks deep too.

Yes but they wont attack you. Basic enemies wont spawn but lions/bears/boars will still spawn (wont attack even when attacked though)

You can also enable it so they wont attack horses. However it wont be updated for a while still if your playing a legal copy. Kinda sucks as I lost all my horses :/
