Lol you can get just as high with Sasuke if you do his normal button combo and then use triangle+square right before the last hit.  I think I got up to about 87 on insane difficulty doing that.

You can go higher than that. Simply just have naruto do the shadow wind bomb or whatever and then do a combo then activate the jutsu at the end of the combo. The opponent will get hit like 10 hits from your combo plus like another 20 for the shuriken and then another 10 or so for naruto's clones combo. then you do what the guy in this video does and hit them with shuriken while teir on the ground and then repeat it lol

its long but thats how you do it. Ive gotten up to 102 lol
